A standard listing is free and "never costs anything". Optional one-time upgrades: Boost at $49 (7 days of priority above standard listings in discovery feeds) and Featured at $99 (14 days, eligible for featured homepage and search slots, includes Boost). A separate pay-to-rank leaderboard says "New listings start at $2".

Tips
Getting the most out of ToolScout
